Jessica: There is a long history of needing to prove the value of arts participation in the United States. During the cold war, a push for advancement in science was partnered with a desire to increase funding to the arts in order to balance America’s national interests. The 1965 National Foundation on the Arts and Humanities Act was the first time that the need for support and the value of cultural activities such as arts participation were asserted by Congress in the United States. This was a monumental moment for the arts because it was the first time the arts and science were both being seen as socially beneficial rather than having competing merits. The founding of the National Endowment for the Arts in 1965 symbolized the recognition of the arts as significant to national well-being. In the 1960s, August Heckscher suggested that a rapidly increasing interest in the arts, characterized by dramatic increases in attendance at cultural institutions, was a result of Americans having more free time. While the development of the National Endowment for the Arts was groundbreaking at the time, today less than 1 percent of funding of the arts in the United States comes from the National Endowment for the Arts
